Upgrading this interchange will accommodate capacity, improve safety, and reduce congestion. Current Issues - Crashes: Highest Crash Rate of any interstate interchange on I-494 / 694 beltway.
- Four hundred and thirty two crashes within three-year period: 170 more than the next highest interstate-to-interstate interchange on the beltway.
- Congestion: Averages are far below the posted speed limit for more than 10 hours per day.
- Capacity: Highest interchange volume for any clover leaf in the state at 265,500 vehicles per day.
- Second highest volume of any interchange in the metro area (second only to Minneapolis I-35W / 94 Commons).
- Commerce: Highest commercial vehicles volume: more heavy vehicles than anymetro area interchange, at 14,080 vehicles per day.
Proposed Project Consistent with City and County planning efforts to date, local agencies have invested in 76th / 77thStreet, American Blvd., 82ndStreet, Lyndale and Penn Ave Interchanges. These infrastructure improvements are all consistent with this interchange improvement. Alliance Goals - Project is currently identified in the Metropolitan Council Transportation Policy Plan.

- Prioritize project based on state goals and targets, place in the 10 year work plan, and fund by 2015.
